What is APK2

The Dutch APK2 (MOT) regulations were revised in 2012. One of the new rules is mandatory reading with an EOBD scanner during the APK2. This means that vehicles that have been admitted for the first time after 31 December 2005 must have an emission measurement. This regulation applies to petrol vehicles, diesel vehicles and hybrid vehicles.

Requirements for the EOBD scanner

The RDW has a number of requirements that the EOBD scanner used during the APK must meet:

  • Has the ISO-15031-3 connector (16-pin OBD plug)
  • Can communicate with the in-vehicle OBD system and supports at least mode 03
  • Supports at least the following protocols:
    • ISO 9141-2
    • ISO/DIS 11519-4 PWM dan wel SAE J1850 PWM
    • ISO/DIS 11519-4 VPW dan wel SAE J1850 VPW
    • ISO/DIS 14230-4 (Keyword Protocol 2000) (5-Baud en Fast)
    • ISO/DIS 15765-4 (CAN)
  • Displays the status of the warning device (MIL) present in the vehicle
  • Indicates the status of the systems supported by the EOBD (readiness test)
  • Indicates the errors present in the on-board diagnostic system in at least the coding specified in ISO 15031-6
  • Has a CE mark
  • Comes with a manual in the Dutch language, which also describes the supported communication protocols. Whether the supported protocols are described in a manufacturer's statement associated with the device.
